摘要
对当前城市管理实践的利弊进行分析,对未来城市管理的走向进行展望,需要从公共管理思想的本原上进行深度的研讨。论文以公共管理的理论变革为基础,从管理主义向公共服务的转型出发,对中国改革开放以来的城市经营模式进行了剖析,指出未来的城市管理需要向以城市人类发展为目标、以提供良好服务为主线、以市场精神和公民参与为实现途径的城市服务模式进行转变。在此基础上,对中国城市管理的未来做了展望。
In identifying the pros and cons of current urban management practices and planning forward with necessary policy adjustments,an in-depth review from intellectual evolutions of the public management theory is of vital importance.Based on the transition of public management from managerialism to public service,this paper analysis the problems of the urban marketing model over the three decades after China's opening up.The future urban management model should be towards service-oriented that will adhere to human development goals,focus on providing sound social services,and combine market spirit and civil participation.The general prospect of the Chinese urban management is briefly discussed.
