湖南省新型农村合作医疗基本情况及存在问题的调查分析

Hunan province,the new rural cooperative medical basic situation and the existing problems of investigation and analysis

目的通过采用随机抽样法对湖南省5个地区20个乡2500名农民进行问卷调查,了解新农合近三年普及的基本情况,分析制约我国新型农村合作医疗发展的主要问题,为新农合的不断完善和改进,以及相应政策的制定提供理论依据。方法对湖南省5个地区20个乡2500名农民进行随机抽样调查。抽出样本中男性1457名,女性1043名。调查内容有2500名农民2007～2009年的参合率,对新农合制度以及对新农合实施过程的满意度,农民常见多发病的分布,农民普遍反映的问题。结果 2007～2009年新农合的参合率依次为88.9%,94.3%,94.7%,对新农合制度的满意度达94.9%,对新农合实施过程满意度达57.5%,其中反映最突出的问题是新农合补偿水平和范围偏低,难以从根本上解决农民医疗费用负担过重的问题。结论湖南新农合制度运行几年来,取得了一定进展,但仍存在不少亟待解决的问题,为促进新农合制度持续健康发展,必须提高新农合保障水平,加强药价管理,加快相关法律法规建设。

Objective From the questionnaire formed by random sampling method elated to 2500 farmers of 20 townships, in Hunan five cities, we learn to understand the widespread basic situation of the new survey NCMS nearly three years, analyzes the bottleneck in the development of the new rural cooperative medical main problems, aiming to providing theoretical basis for the continuous complete improvement of new line of rural cooperative medical treatment and formulating the corresponding policy. Methods By using random sample survey of 2500 farmers, 20 townships, in Hunan five cities. Men who drew in 1457 samples and women drew in 1043 samples. T he problems of the investigation about nearly three years are followed, the participation rate, the new rural cooperative policy satisfaction, implementation of the new rural cooperative satisfaction, the most common illnesses in the distribution of farmers, and farmers problems generally reflected. Results Every year from 2007 to 2009 ,the participation rate of new rural cooperative medical treatment is 87% ; the degree of satisfaction of the new rural cooperative policy is 94.9% , the satisfaction of the implementation process is 57.5%, which reflects the most prominent problem that the new rural cooperative compensation low level and scope, therefore, it is quite difficult to funda- mentally solve the problem concerning about health care cost burden. Conclusion Hunan new rural cooperative medical sys- tem have made certain progress since it has been running for several years, but there still exists many problems to be solved. In order to ensure that the new rural cooperative medical system of sustainable and healthy development, we must raise new rural cooperative security level, strengthen drag prices and speed up relevant laws and regulations.
