摘要
土地财政是我国工业化、城镇化快速发展过程中的特有现象,但其本质反映了我国社会主义基本经济关系,土地财政绩效和风险具有对称性,改革策略是主动实施土地财政转型的扁平化战略,重点是平衡土地资本补偿的负担主体与份额,平衡地租收益的时间价值流。
Land-based finance is the unique phenomenon in the process of rapid development of industrialization and urbanization of China,and its nature reflects China's basic socialist economic relations.Financial performance and risks of land possess symmetry.This paper offers the reform strategy: taking the initiative to implement the flattening strategy of the transformation of land-based finance;focusing on balancing the subject and share of the burden with regard to land capital compensation;balancing the time value of rent income.
