文章认为 ,当前我国的国有经济在产业布局、企业布局、地区布局和企业内部产权结构等方面存在着严重的错位 ,亟待进行战略性调整。对国有经济的战略性调整 ,一要同产业结构的优化升级和所有制结构的调整结合起来 ,其核心是有进有退 ,有所为有所不为 ;二是与积极探索公有制的多种有效实现形式结合起来 ,大力发展混合所有制经济 ;三是做好老工业基地国有经济布局的调整 ;四是调整中西部地区国有经济的布局 ;

The author argues that the industrial,enterprising,and regional distributions of China′s State-owned economy,and the structure of enterprises' internal property are seriously disorder,so we must adjust them strategically.How do we adjust the State-owned economic distribution?First of all,we must adjust it along with perfecting and improving the industrial structure and adjusting the ownerthip structure. The core is some fields will be withdrawed while the other fields will be entered.Then,we must adjust it together with probing many kinds of efficient realizing forms for public ownership,and strengthenly develop mixed ownership economy.Furthermore,do the work better to adjust the State-owned economic distribution in middle and western areas.And finally,handle well the relationship between governmental behaviour and market operation.
