Unofficial Chamber's Participating in Local Governance:A Case Study of Wenzhou

温州民营经济的迅速发展构成了民间商会兴起的基础,温州商会参与地方治理的显著绩效使其获得广泛的代表性与合法性。在推进区域经济发展的进程中,温州地方政府不断地赋权于民间商会,而民间商会在承接政府职能过程中持续地提高自主治理能力,从而形成地方政府与民间商会良性互动的局面。温州商会的经验表明,"在参与中成长"是发展社会组织和构建公民社会的路径抉择。

The rapid development of Wenzhou private economy constructed the base of its unofficial chamber,and the performance of the chamber＇s participation in the local governance endowed itself with wide legitimacy and representativity.In promoting the local economy,the government unremittingly offered the local unofficial chamber many rights,and the unofficial chamber unswervingly improved its self-governing competence,hence formed the sound circle between the two subjects.The experience of the Wenzhou Chamber exhibited that the practice of ＂developing by participating＂ was a choice shortcut to developing societies and constructing a society for the people.
