村民自治中公民参与的实现——以成都村民议事会制度为例

On the Realization of Citizen Participation in the System of Self-governance for Villagers:Based on the Case of Villagers Council in Chengdu

公民参与是我国民主政治发展和行政体制改革的重要方向与基本途径。公民参与的广泛展开在村民自治中是可行的;公民参与的实现途径需要进一步深入的探索,这不仅仅需要改进和完善公民参与的制度环境和参与方式及领域,还应激发民众的参与意愿,提高其参与能力,并与政府管理形成良性互动,使公民参与实践在基层得以真正实现并走向更高层次。

Citizen participation is the significant orientation and fundamental approach to the development of democratic politics and the reform of administrative system in our country.The bourgeon of citizen participation is feasible in village.In realizing the citizen participation,the system circumstance,the participatory approach and field should be improved.In addition,we should stimulate the willingness of the public to participate,increase their capacity to participate,and forms the positive interaction with the government,thus the citizen participation could be realized at the grassroots level and get to a higher level.
