摘要
针对目前我国电力企业输电线路运维作业中人员配置不合理、运维效率低下等问题,提出一种优化的基于测评理论的线路运维作业方式.该方式采用统计学中的测评矩阵理论、机会成本理论和人力资源优化配置理论,并结合某电力公司现有运维作业方式,构建了一种基于测评矩阵的输电线路运维作业优化模型.该电力公司线路运维作业验证实例表明:模型合理有效,实现了实际线路运维配置个人利用率最高和系统整体利益最大化,极大地提高了输电线路的运维效率.该方法在输电线路运维、高校人员配置等方面具有潜在的应用价值.
For the problems of unreasonable staffing and low efficiency of transmission line operation and maintenance operations in most electric power enterprises in China recently,an optimized method of the transmission line operation and maintenance based on evaluation theory has been put forward.We have established an optimized model of the transmission line operation and maintenance with this method which has combined with evaluation matrix theory and opportunity cost theory and human resources optimization allocation based on the present transmission line operation and maintenance in a certain electric power enterprise.The validation examples of the transmission line operation and maintenance in this electric power enterprise show that this optimized model,which can realize the highest personal utilization rate and maximized profit of overall system,has advantages of not only rationality and effectiveness,but also a much higher efficiency of the transmission line operation and maintenance.It can be expected that this method will be of potential application value in various fields,such as transmission line operation and maintenance and college staff configuration.
