摘要
为了深化自身体制改革,响应国家有条件的大型工程设计单位要创建成为具有设计、采购、建设(简称EPC)总承包能力国际型工程公司的要求,国内大型设计企业纷纷根据自身的条件开展EPC总承包业务。目前我国已经有很多设计企业成功实施EPC总承包项目的例子,但这种模式目前还未成熟,在实施过程中也暴露出不少问题。笔者结合EPC总承包管理模式的特点,提出大型工程设计单位创建成为具有设计、采购、建设总承包能力的国际型工程公司的具体措施。
To further the institutional reform and respond to the requirement that large construction and engineering design enterprises should build capabilities of engineering,procuring,and constructing(EPC),domestic large construction and engineering design enterprises have all begun to adopt EPC general contract mode.A lot of design enterprises in China have successfully implemented EPC projects,but this mode has not been mature,and many problems have emerged during the implementation.This paper proposes the specific measures for domestic large construction and engineering design enterprises to become internal engineering enterprises with capabilities of engineering,procuring,and constructing.
