由于依托资源发展产业的单一性,决定了黑龙江省资源型城市在转型过程中就业问题尤为突出。其表现是:在转型中再就业人数偏多,且转型困难;就业弹性整体水平较低。这种状况极大地影响了资源型城市的社会稳定和经济转型。导致黑龙江省资源型城市就业困难的原因,主要有:经济增长比较缓慢;资本密集型产业比重高;劳动者自身素质欠缺。政府部门应该有针对性地采取有效措施,推动资源型城市加快经济转型,解决好就业难题。

The simple industry of resource-based cities generates serious employment problems in economic transformation in Heilongiiang Province. The main problems are more in number of re-employment, more difficult in transformation, and lower elasticity of overall employment, which greatly influences secial stability and economic transformation of resource-based cities. In brief, ehiof reasons leading to difficulty in employment of resource-based cities are slow economic growth, high proportion of capital intensive industry, and inferior quality of the labors. Accordingly, the government should take effective measures to promote economic transformation of resource--based cities, and solve the difficulty in employment.
