摘要
概述国际油污赔偿体系发展状况，在比较旧体制与１９９２ 年议定书适用范围和赔偿请求合理性的基础上，分析ＣＬＣ１９６９ 和ＩＯＰＣ１９７１ 所面临的挑战。阐述废止国际油污赔偿旧体制，加入１９９２ 年议定书紧迫性。
Outlined the situation and development of the international regime on compensation for oil pollution damage,and compred old regime with Protocol of 1992 to CLC 69 on application ranges and admissbility of claims for compensation.Based on the comparison,analyzed the challenges CLC 1969 and IOPC 1971 will be faced in the future.Furthermore,advanced the urgency to wind up old regime on compensation for oil pollution damage,and to enter Protocol of 1992 to CLC 69.
