摘要
《崇明生态岛建设纲要》的编制与发布,明确了2020年崇明生态岛具体生态保护和建设目标,也对涉水评价指标提出了具体要求。本文从纲要编制的背景入手,调查了涉水指标骨干河道水质合格率、饮用水水源地水质达标率和城镇污水集中处理率的现状,分析了三项涉水指标现状与目标要求的差距,并提出通过开展河道综合治理、推进供水集约化、加快污水处理设施建设和强化管理完善监督考核机制来提高评价指标的对策措施,为有关部门贯彻落实涉水指标工作提供参考。
＂Construction guidelines for Chongming eco-island＂ points out the goals of ecological protection and construction for Chongming eco-island in 2020 and puts forward specific requirements for the water-related evaluation indexes.Based on the background of guidelines,this paper investigated the present states of the water qualified rate in key watercourses,the attainment rate of drinking water quality and the centralized disposal rate of urban sewage.Then it analyzed the gaps between present states and the requirements of the three indexes.Finally put forward the corresponding countermeasures by carrying out the comprehensive harness of watercourses,promoting intensive water supply and accelerating construction of wastewater treatment facilities and perfecting the superrision and examination mechanisms.The above countermeasures can provide references for implementing water-related indexes for concerned departments.
