摘要
本文从能源立法的必要性出发， 提出能源立法框架构想， 强调只有立法才是该领域稳妥有效的管理方式。
Building on the necessary of energy resource law,a tentative idea of its legal frame are suggested.It is emphasized that legislation is of avail and safe way to manage.
