论城乡统筹视野中的社会保障均衡发展

A Study on Balanced Development of Social Security from the Perspective of Coordinating urban and Rural Areas

城乡社会保障统筹发展是落实科学发展观,统筹城乡经济社会发展的重要内容。长期以来,中国社会保障的发展呈现城乡分割的二元结构特点,城镇已经建立起了现代化的社会保障体系,而农村的社会保障体系建设较为落后。文章阐述了城乡统筹观和社会保障城乡统筹发展的内涵,指出城乡社会保障之间在居民参与机会、社会保障资源分配、社会保障管理体制等方面存在差距,提出应整合城乡社会保障管理体制,加大投入力度和完善法律法规,进而实现我国城乡社会保障的均衡发展,这也为实现我国社会保障的城乡统筹发展指明了道路。
