实现经济可持续发展是经济发展方式转变的根本原因。十几年来,中国抓住了全球贸易额和外商直接投资高速增长的机遇,用"两头在外"的出口导向发展方式取得了辉煌成就。但是,目前美国为首的西方虚拟经济已经"不可持续",全球贸易将长期低位徘徊,中国出口份额逼近贸易摩擦急剧上升的阈值,造成"两头在外"的经济发展方式难以为继。中国长期以来劳动者报酬和居民消费占GDP比重偏低是获取出口优势的基本条件,但也是新环境下经济可持续发展的障碍。只有大幅度提高劳动者报酬比重,并加大财政在二次分配中的力度,从而提高居民消费比重,才能成功实现由两头在外为主转变为两头在内为主的经济发展方式,使经济发展具备可持续性。

Achieving economic sustainable development is the fundamental cause of economic development model transformation.For more than ten years,China has grasped the opportunities of the fast increase of global trade and FDI,and remarkable achievements have been made by using ＂both-ends-abroad＂ export-oriented development mode.However,at present,western virtual economy leading by the U.S.is ＂no longer sustainable＂,global trade will fluctuate at a lower level,and China＇s export share is closing to the steep rise threshold value of trade friction.All these make the ＂two-ends-abroad＂ economic development mode difficult to sustain.The long-term low GDP proportion of labor reward and resident consumption are the basic conditions of export advantages,but also the obstacles of economic sustainable development in the new economic environment.Only by increasing the proportions of the two factors,can we change the economic development model from both-ends-abroad into both-ends-at-home,and achieve economic sustainable development.
