摘要 人力资本短缺是高新技术企业进一步发展面临的瓶颈。高新技术企业人力资本形成机制说明了高新技术企业创新型人力资本与传统企业普通型人力资本最大区别产生的原因,而高新技术企业人力资本的产权实现则进一步说明对高新技术企业人力资本进行激励的本质在于解决人力资本产权残缺问题。因此,对人力资本激励可以通过人力资本所有者获得企业关键资源的进入权,掌握一定剩余索取权和剩余控制权,参与收入分配的谈判等产权激励形式来实现。 Human capital shortage is the bottleneck of the further development of high-tech enterprises.The formation mechanism of the human capital in high-tech enterprises explains the reasons which lead to the difference between the innovative human capital of high-tech enterprises and the ordinary human capital of traditional enterprises.Property right realization of high-tech enterprises further proves that the nature of motivating the human capital in the enterprises is to solve the lack of human capital property rights.Therefore,the motivation of human capital can be realized through various motivating channels of property rights.
