关于中国稀土资源管理的政策建议

Policy Advice on the Management of Rare Earth

中国不但是稀土资源大国,而且是世界最大的稀土出口国。过去几十年间,中国稀土资源遭到过度和无序开采,这严重危害中国的资源安全,破坏自然环境和生态平衡。为实现稀土资源的可持续和健康发展,中国出台了一系列的政策和法规。从中国稀土产业存在的问题出发,提出完善稀土资源品成本构成、强化行业管理,鼓励企业加快技术进步的政策建议。

China is rich in mineral resources and was the world＇s leading producer of rare earths.The Government believed that these commodities were over-exploited during the past several decades,which threatened to deplete these resources.Therefore,the Government decided to regulate the production of these commodities and to protect the country＇s nonrenewable mineral resources to support sustainable development for future generations.This paper introduces the problem of rare earth in our country,deeply analyzes the dilemma facing the rare earth industry development,suggests perfecting the constitutes of rare earth resources product cost,strengthening industry management,encourage enterprises to quicken the pace of technological progress.
