摘要
海外石油企业与国内企业在HSE(健康、安全、环保)管理方面存在着很多差异。这些差异既体现在理念上,也体现在制度上。其中,深层次的差别体现在综合管理上,差别的根源是制度管人还是人管人,主要体现在管理体制和机制上。概括地说,海外石油企业的HSE管理胜在强烈的责任心,规范的机制体制和制度,严格的管理以及先进科学的方法,外在因素是所在国政府对石油企业的严格监管。
There are many differences in health, safety, and environmental protection (HSE) management between Chinese and foreign owned oil companies. These differences exist both in concept and in institutional mechanisms. There are deep differences in overall management, rooted in whether management is by institutions or by persons, and reflected in management structure and mechanisms. Generally speaking, foreign-owned oil companies are successful because of their strong sense of responsibility, formal mechanisms and institutions, careful management and advanced scientific methods. An external factor is the strict control on oil companies exercised by host governments.
