“污染转移理论”与科学发展观指导下的绿色FDI构想

A Study of Green FDI Under the Scientific Outlook on Development and the Reference to Pollution Transfer

外商直接投资(FDI)进入我国后,对我国经济、科技的发展起到了巨大的作用。但同时,由于绝大多数的外商直接投资进入工业领域,而且主要集中在高污染、高耗能的行业,对地区环境质量和社会福利都带来一定程度的影响。文章主要研究外商投资过程中的环境污染问题,在前人的理论基础上,通过实证分析验证"污染避难所假说",分析在外商投资过程中是否伴随污染密集产业转移,提出在科学发展观指导下实施"绿色FDI"的策略。

Foreign direct investment（FDI） has played a great role in China＇s social and economic development.But FDI has also exercised some negative influence on the environment and social welfare because such investment is usually targeted at the manufacturing industries which are characteristic of high pollution and energy consumption.Based on the empirical analysis as regards FDI-caused pollution,this paper puts forth its unique concept of green FDI,which,hopefully,can be a guide to attracting foreign direct investment in the future.
