The basic principles of low-carbon economy were introduced.The preliminary concept of low-carbon water conservancy was established.The necessity of developing low-carbon water conservancy was discussed.The approaches of incarnating low-carbon modes in water planning,design,construction and management were put forward.Some measures and advices for the development of low-carbon water conservancy were proposed,including establishment of concept,training of qualified personnel,establishment of policies and mechanism,formation of work system,formulation of technical specifications and check of indices.
