阐述了“九五”及后１０ 年造纸工业的发展方向与结构调整的总体思路，分析了利用废纸的经济意义和社会效益，提出了扩大废纸回收利用的意见和建议。
The article reviews the developing trend and restructuring total idea of paper industry in “nine five” plan and next decade,and emphasizes the economical result and social benefit of using wastepaper.It is discussed suggestions about extending recycle of wastepaper.
