真实、完整、及时的信息来源,是科学决策的基础。其中,舆情信息对于领导决策必不可少。舆情,是指民众对管理者的某些政策、制度和施政行为及有关社会现象所持态度的舆论。舆情是发布者思想的反映,不同程度地影响接受者的思想和行动,而且舆情能够在传播过程中产生共振放大效应,形成更大的群体压力。因此,对舆情的及时掌握、科学分析和妥善处置,考验着各级政府及其领导干部的执政能力。文章着重研究图书馆在舆情监测分析中的功能优势。

The resources of real, complete and timely information are the basis to make a scientific decision. Public opinions are indispensable for the leaders in decision-making. Public opinions are reflecting the attitudes towards certain policies, regulations, the behavior of leaders in carrying out the policies and regulations, and some social phenomena, which can be regarded as ideological reflection, and in turn, influences the receivers＇ thinking and actions. Therefore, timely grasp and scientific analysis of and careful and skillful dealing with the pubhc opinions is a test to administrative ability of leaders at all levels, for public opinions can produce resonant effects and form greater pressure from a community. This article makes an analysis of the functional advantages of libraries in monitoring public opinions.
