《全民健身条例》背景下学校体育场馆向社会开放现状及对策研究

"National Health Regulations" Make School Gymnasium Fully Accessible to Public

《全民健身条例》虽然规定学校体育设施应向公众开放,但从《条例》实施后的现状来看,效果并不理想。主要原因是存在安全问题、没有资金补助和收费过高、免费场地减少等问题。对此,提出应坚持政府主导明确政府职责;尽快出台相关的政策法规促进场馆开放;借鉴试点学校的成功经验,妥善解决安全问题;《条例》实施后各级政府应继续对场馆开放学校给予资金补助;探索有效场馆监管方法等对策。

＂National Health Regulations＂provides that school sports facilities should be open to the public,but regulations implementation is not ideal.There are some causes to make this situation occur,such as security problems,no grant funds there and free premises to reduce excessive fees.This paper proposes five approaches to solve this situation.The first approach is that we should adhere to the government-led and clear responsibility of government;the second is to make relevant policies and regulations to promote the gymnasium open;the third is to learn from the successful experience of pilot schools to properly solve security issues;the fourth is that governments provide continuing financial subsidies to open schools after regulations implementation;the last one is to explore effective supervisory experience.
