集体所有权档案管理现状和模式探究

Research on the Status and Model of Collectivity Ownership Archives Management

集体所有权档案管理是档案学研究领域和档案实践活动中的一个薄弱环节。本文以研究集体所有权制度的内涵为基础,分析了我国集体所有权档案的立法现状及存在的问题,如分散管理、法律规范不够完善、监管不力、没有纳入国家档案资源整体规划等。针对行政村和城镇集体档案的特点和管理现状,提出了实现行政村集体所有权档案的"村档乡代管"和城镇集体所有权档案的地方国家档案馆代管或商业托管的管理模式和对策。

Collectivity ownership archives management is a weakness part in the archives science and practice activities.This article based on the connotation of collectivity ownership system will analyze the status of management and legislation on collectivity ownership of archives,just as distributed management model,imperfect law criterion,misregulation and without brought into the whole national archives resources program,etc..Based on these anlaysis,the author brings forward the countermeasure and models of surrogate or commerce trusteeship in order to strengthen the archives management of collectivity ownership in the town and country.
