横向科技政策的成功运用——以色列软件产业发展对中国软件产业转型的启示

Successful Implementation of the Horizontal Technology Policies——Drawing Inspiration from the Development of Israeli Software Industry Towards the Transformation of Chinese Software Industry

本文首先简要阐述了横向技术政策的定义、观点和理论,以及对以色列横向技术政策的评价。随后对以色列的软件产业发展包括外部条件和科技政策的运用以及最终的成果作了分析。最后,针对中国软件产业现状及发展情况、借鉴以色列的成功经验提出一些建议。

Firstly,in this paper the definition,theory and argument of the horizontal technology policies（HTPs） and the opinion on the carrying out the HTPs in Israeli are done a brief description.Then some analysis will be done on the development of Israeli software industry including external conditions and the implementation of the horizontal technology policies the final achievement.Finally,according to the Chinese software industry＇s situation some proposals used the experience of Israeli for reference are given.
