摘要
人力资源外包导致了雇主责任的分散化和多元化,劳动保障责任作为企业社会责任的一项重要内容也同样面临着分散化和多元化的趋势。在企业人力资源外包不断拓展并成为一种竞争战略的背景下,传统的单一企业承担劳动保障责任机制遇到了前所未有的挑战。为了应对这一挑战,有必要探索企业承担劳动保障责任的新机制。因此,本文提出了外包提出方承担劳动保障责任、外包承包方承担劳动保障责任及外包提出方与承包方共同承担劳动保障责任三种模式,分析了每种模式的运作机制。
HR outsourcing has led to employer liability for decentralization and diversification,labor security responsibilities as a corporate social responsibility an important element is also facing the trend of decentralization and diversification.Human Resource Outsourcing in the enterprise continued to expand and become a competitive strategy in the context,the traditional single-enterprises to take responsibility for labor security system faced an unprecedented challenge.To meet this challenge,it is necessary to explore the responsibility of enterprises to take a new mechanism for labor security.Therefore,this paper puts forward proposed by the party who outsource the responsibility of Labor security,outsourcing contractor assume responsibility and outsourcing of labor security proposed by side and the contractor shared the responsibility of Labor security three models,analyzes the advantages and disadvantages of each model and operation mechanism.
