Globlization: Reflections on Human Rights Protection

人权的核心价值在于对普遍平等性的强调。在当前世界结构中,人权保障的主要负担者依然离不开主权国家。然而全球化下出于不同竞争地位的主权国家之间的差距只能愈加扩大。这导致以主权国家为单位的人们之间的贫富悬殊固定化。这使得处于弱势地位的国家没有力量为其民众提供最基本服务。全球化是人权及其保障的陷阱。

The nuclear values of human rights rest with the emphasis on universal equality. In the framwork of the present world, it is still the sovereign states that mainly burden the task of human rights protection. Nevertheless, under the globalization, the disparity and gap among the sovereign states at different competitive position surely are increasing, which result in the immobilization of the status quo of disparity between different states. This makes some states incapable of providing basic services for their citizens. Globalization, in fact, is a trap for human rights and its protection.
