制度与规则:现代思想政治教育的基础

System and Rules:Foundation of Modern Ideological and Political Education

以制度与规则为基础是思想政治教育的内在要求及其规范化发展的需要,也是增强思想政治教育实效性的客观需要。制度与规则既通过对人的外在行为方式的规制实现理想德性的内化,又通过规范和限制保障理想德性的外化。因此,应将思想政治教育内容及要求具体化、层次化、规范化,并以大多数人普遍接受的底线规范为基础开展思想政治教育,同时要加快制度建设道德化和道德建设制度化进程,充分发挥制度与规则在思想政治教育中的作用。

＂System and rules as foundation＂ standardizes and helps to promote ideological and political education.On the one hand,system and rules realizes the internalization of the ideal moral standard through regulating people＇s external behavior;On the other hand,it also insures the externalization of the ideal moral standards.Therefore,ideological and political education is supposed to be more concrete,stratified,standardized and well grounded on the standards accepted by most people.At the same time,the function of system and rules in ideological and political education should be highlighted.
