地方政府科技投入对高技术产业发展的驱动效应分析

Driving Effect of Government Investment in Local High-tech Industry

从理论上而言,地方政府财政科技支出对地方产业的发展应该发挥引导与支撑作用,为了验证这一假设,文章选取了近十年来的地方财政科技支出、企业科技投入以及高新技术产值的数据进行了实证检验与分析。实证研究结果证实了理论设想,在现阶段地方高技术产业的发展与地方政府科技投入显著相关,而且在一定程度上起着支配性作用。但同时实证分析也发现地方政府科技投入对高技术产业发展的拉动作用具有明显的区域特征,论文对造成这种差异的原因进行了初步分析,并提出了一些政策建议。

Local government＇s investment in science and technology should play a leading and supporting role in the development of local industry.In order to prove this assumption,this paper examines local government＇s expenses and local industry＇s expenses in science and technology,as well as the data of high-tech production value.The research verifies this theoretical assumption.At present,government investment in science and technology plays a dominant role in the growth of local high-tech industry.Meanwhile,it also finds out that local government＇s investment in high-tech industry obviously has provincial characteristics.This paper offers the reason why there is the difference and provides some suggestions on future policy-making.
