我国生态补偿模式及实践综述

Research on ecological compensation mode and practice in China

为研究我国生态补偿的实施效果,在介绍我国目前采用的两种基本生态补偿模式,即政府补偿模式和市场补偿模式的基础上,分析了我国生态补偿30 a实践的经验及教训,总结了我国生态补偿中存在问题。参考一些国家在生态补偿方面的有效做法,提出政府在健全生态补偿机制和推进管理体制创新方面需要采取的具体措施,即依法管理、组织健全的管理体系,实行科学的生态补偿标准及多元化融资渠道,并完善补偿方案,这些措施是取得生态补偿最大效益的保障。

In order to analyze the implementation effect of ecological compensation in China,on the basis of the introduction of 2 basic compensation modes in China,government compensation and market compensation,the experiences and lessons in 30-year practice of ecological compensation in China are analyzed and the existed problems are summarized.The effective approaches of ecological compensation in some countries are used for reference,and some concrete measures of strengthening ecological compensation system and promoting the innovation of management system to be implemented by government are put forward,namely,management by law,improvement of organization management system,implementation of scientific ecology compensation standard,multiple financing channels and perfection of compensation schemes.These measures are necessary to achieve the maximum benefit of ecological compensation.
