浅议信息化背景下群体性事件的预防

当前,群体性事件具有数量上升、暴烈程度增强、网络负面效应增大、事件规模不断扩大等发展态势,而公安机关预防、处置群体性事件却面临着许多困境。为有效预防群体性事件,应采取以下策略:加强社会舆情适时监控,实现事件苗头早发现;发挥网络舆论的正面引导作用,促进民众作出正确选择;完善信息共享环境,确保部门协作渠道畅通;提高情报信息综合研判能力,制定针对性应急处置预案。

At present,the occurrence of mass incidents tends to be increasing in number,in degree of violence,in negative influence and in scale,But the public security organs are faced with many difficulties in preventing and handling mass incidents.As a result,to effectively prevent the mass incidents,some measures should be adopted such as to strengthen,surpervision over public opinions in time so as to find the traces of the incidents in advance,to give play to the positive guiding role of online public opinions so as to help people make rational choices,to improve the environment for the sharing of information so as to keep the cooperative channels open to units concerned,and to improve the analytical judgement of information so as to lay out the corresponding programms for emergency measures.
