河南省农民专业合作组织发展的现状、思路与对策研究

Studies on Farmer Cooperative Organizations in Henan Province:Current Situation,Train of Thought and Countermeasures

文章分析了河南省农民专业合作组织发展的现状、特点及存在的问题,阐述了发展农民专业合作组织的基本思路和需要处理好的几个关系,即发展与规范的关系、自发组织与政府引导的关系、统一管理与部门协调的关系,并提出了加快河南省农民专业合作组织发展的对策措施,如多途径、多方式创建农民专业合作组织、实行股份合作制、加快规范化建设和管理等。

The current situation,characteristics and problems of farmer cooperative organization in Henan Province were analyzed in the paper.Basic train of thought for the development of farmer cooperative organization was explained.Several relationships should be dealt with properly,such as the relationships between development and regulation,organizing spontaneously and conducted by government,centralized management and department coordination.Countermeasures for developing farmer cooperative organization in Henan Province were put forward,i.e.,constructing farmer cooperative organization by multiple ways and patterns,implementing shares and cooperative mechanism,speeding up standardization of construction and management,etc.
