On the Legislation of Medical Insurance During the Period of Nanking National Government(1927-1967)

南京国民政府对医疗保险比较重视,在《工厂法》和地方法规、部门法规中对医疗保险作了较为详细的规定。这些法律法规在政府强力推行下,取得了一定的成效。但由于立法本身不完善,立法在执行过程中存在诸多弊端,其执行效果与立法初衷相距甚远。

Nanking national government attached great importance to medical insurance. There were detailed regulations concerning medical insurance in ＂Factory Act＂, local rules and regulations, and department rules. These regulations, strongly advocated by the government, obtained some good achievement. However, there were many disadvantages in the process of legislation due to the imperfecmess of legislation itself, so the effect of regulation enforcement was wide apart from the original purpose of legislation.
