略论嘉庆朝漕运治理的困境

On the Difficult Situation of Fathering Water Transportation during the Jiaqing Period

漕运作为有清一代之大政,是关乎国家稳定的"军国大计",容不得出半点问题。经历了乾隆朝辉煌发展的漕运,至嘉庆朝时已完全陷入危机之中。虽然嘉庆帝竭尽全力整饬漕务,但最终没有成功。因此,试对阻碍漕运整饬成功的因素作一初步分析。

As the major political institution in Qing Dynasty,water transportation concerns the whole national stability.It experienced the heyday in Qianlong period,but afterwards,was involved in the crisis in Jiaqing era.Although Emperor Jiaqing strained every nerve to rectify the system,it came to naught at length because of many unfavorable factors such as endless flood,intellectual restraint and suchlike.This paper aims to analyze the unsuccessful factors mentioned above.
