中东地区核军备控制态势分析

An Analysis of Nuclear Arms Control in the Middle East

摘要 本文从剖析以色列核力量、伊朗核力量及部分阿拉伯国家"核热潮"现象入手,分析了中东地区核军备控制的历史和现状,解析了中东地区核军备控制推行困难的原因并提出一些应对的办法。经过分析得出结论,中东地区核问题的产生主要是由以色列、伊朗和部分阿拉伯国家的"安全困境"所致,短期内难以得到有效解决。相关国家应完善对话机制、强化互信措施、加强国际合作,全面改善地区政治和安全环境,从而达到核军控的全面建立、核扩散的有效遏止、核安全的真正实现。 This article analyses the history and current state of the Middle East nuclear arms control,discusses the difficulty in nuclear arms control and offers some ways of addressing the issue.The article concluded that the major reason for the rise of the nuclear issue in the Middle East is the 'security dilemma' of Israel,Iran and some Arab countries.In order to curb nuclear proliferation,establish comprehensive nuclear arms control,political and security environment must be totally improved in the Middle East.
