促进绿色流通向低碳流通的转型与升级

Promote the Transformation and Upgrade from Green Circulation to Low-carbon Circulation

低碳流通是低碳经济与流通经济、绿色经济的交集,我国发展低碳流通具备一定的条件,在作为低碳流通起点的绿色流通方面取得了一定的成绩,如低碳超市、低碳餐饮、低碳住宿、绿色商业街、绿色物流、绿色供应链、绿色产业链、"三绿工程"等。但是绿色流通并不等于低碳流通,应该有意识地引导、促进绿色流通向低碳流通的转型与升级,政府应建立和健全相关法律并在财政上予以大力支持,行业协会通过试点、制标、协调和宣传等方面推进低碳流通,并推进以企业为主体的低碳流通,加快物流社会化建设,完善低碳物流服务体系,提高低碳流通竞争力。

Low-carbon circulation is the intersection of low carbon economy,circulation economy and green economy.We have already made great achievement in green circulation which takes low-carbon circulation as the start point,such as the low-carbon supermarket,low-carbon catering,low-carbon accommodation,green commerce street,green logistics,green supply chain,green industrial chain,and ＂three green projects＂.But green circulation is not equal to low-carbon circulation.So we should consciously guide and promote transformation and upgrades from green circulation to low-carbon circulation,give more support in terms of law and finance,promote enterprise-oriented low-carbon circulation,accelerate logistic socialization,improve the service system of low-carbon logistics and improve the competitiveness of low-carbon circulation.
