A Clear Mandate to Implement the Plan Fully Create the "12th Five-Year" New Situation of Forest Resources Management

认真总结了＂十一五＂我国森林资源管理取得的重大进展和显著成效,主要体现在林地规划夯实基础、监管手段不断创新,调查内容不断拓展,监督能力大幅提高等方面。提出了＂十二五＂森林资源管理的主要任务,重点在林地林权管理、林木采伐利用、森林资源调查监测及执法监督、森林资源管理能力建设等方面。强调了近期森林资源管理重点工作,主要包括：高质量完成省县两地保护林业用地规划编制,开展森林覆盖率和森林蓄积量两项约束性指标年度考核评价,贯彻落实好＂十二五＂采伐限额,推进森林资源管理体制和经营机制改革。

The paper conscientiously summed up the significant progress and results of forest resources in the ＂11th Five-Year＂,mainly are to lay a solid basis for forestland planning,supervision with innovation,more survey content,monitoring capacity was greatly improved,etc.Proposed the ＂11th Five-Year＂ main task of forest resource management emphasis on forest management of forest ownership,forest taken on behalf of utilization,forest resources survey and monitoring and supervision of law enforcement,forest resource management capacity building.Emphasized the focus of recent forest resource management,including：high-quality completion of the province to protect the forest with two Planning to carry out two annual evaluation binding targets such as the amount of forest coverage and forest area,to implement the ＂11th Five-Year＂ harvesting quotas,and promote forest resource management system and operational mechanism reform.
