我国高校科研管理的问题与改革建议——基于资源配置的视角

Problems and Reforming Suggestions of Chinese Universities' Scientific Research Management: Analysis on Resource Allocation Perspective

我国高校科研管理的行政化是制约高校科学研究水平的关键因素之一,资源配置过程中行政权力过重甚至越权干预学术事务是造成行政化的根源。提出了改革资源配置模式实现行政与学术权力良性互动的四条建议:国家通过法律和规范手段确保对教育的投入;教育部门基于大学分类、定位和水平决定国家拨付各大学教育经费多寡;教育部门向大学拨款过程中保障大学学术自主权;加强学术权力在大学内部资源配置中的决策权。

The administration oriented of Chinese universities＇ science research management is one of the critical blocks of these universities＇ science research level,and the interference of administrative on academic issues during the resource allocation process is the source of the problem.We point out four suggestions to realize positive interaction between administrative and academic power in resource allocation： firstly,the state can guarantee the input into education by legalization;secondly,the amount of money each university gets should be based on the categorization and position of universities;thirdly,academic freedom of universities should be protected during the grant from government;finally,academic power makes decision of universities＇ internal resource allocation.
