摘要
边缘人广泛地存在于包括党政机关在内的各种现代组织中,是组织发展的内耗因素和制约障碍。随着互联网时代知识经济的迅猛发展,组织成员知识技能的更新周期大大缩短,部分学习能力差、适应性弱的逐步被边缘化。如何科学有效地管理组织内不断增加的边缘人,已成为人力资源管理中一个日益凸显的难题。正确认识和对待党政机关边缘人,并将其内化、同化,对于从整体上提高公务员队伍能力素质,防止和克服"混等靠要"、懈怠低效等"机关病",具有重要意义。
Marginal people exist widely in various modem organizations including party and government organizations and they are the in-fighting factors and barriers against the development of organizations. With the rapid growth of knowledge economy at the age of internet, group members need much less time to update their knowledge and skills so some who are poor in learning and weak in adaption tend to be marginalized. It has become a striking problem in HR administration how to handle the increasing marginal people within organizations. It will be highly significant to understand well and handle properly these marginal people, try to internalize and assimilate them so as to upgrade the quality of civil servants, prevent and overcome some bad habits such as muddling along, slackness and inefficiency.
