摘要
当前廉政制度创新活动受其行为空间约束,这个行为空间由国家宪法秩序、执政党政策以及实践知识存量等组成。根据廉政制度创新的动力机制,廉政制度创新模式可以分成贯彻型创新模式、发展型创新模式和竞争型创新模式。其中,贯彻型创新动力来自于上级权力中心,发展型创新动力来自于本地实际工作需要,竞争型创新动力来自于政绩需求。当前,要拓展廉政制度创新行为空间,保证创新持续力,应在现行政治体制框架内逐步突破原有的政策限制,从体制外的社会公众和专家学者中寻求创新支持,并实现廉政制度创新工作本身的制度化。
Presently, the practice of institution innovation is constrained by behavior space which consists of constitutional order, policy of the party in power and knowledge stock. According to the dynamic mechanism of innovation, the model of anti-corruption institution innovation can be categorized into implementing, development and competition. The innovation impetus of the implementing model is from the power center of higher-level governments ; that of the development model is from the demands of practical determination ; that of the competition model is from the public officials' demand of political achievement. In order to extend the behavior space and keep the sustainable capacity of irmovation power, we must break the policy limit, seek innovation supports from experts and scholars, and systemize the practice of anti-corruption institution innovation.
