中国海岛县旅游资源开发潜力评价

An Evaluation of Tourism Development Potential for Island Counties in China

旅游资源开发潜力评价,是对旅游资源是否具备发展旅游业的条件并进而获取经济、社会和环境效益的能力的衡量。海岛县旅游资源开发潜力的研究是评价该区域旅游资源开发现状和旅游发展前景的重要依据。基于海岛相对独立的地域特征和脆弱的生态环境特点,本文选取资源价值、开发现状、区位交通、环境容量、经济效益五大潜力子系统共26项评价因子。采用投影寻踪模型结合AHP层次分析的方法,对2008年中国的12个海岛县的旅游资源开发潜力进行横向研究。结果表明,普陀区旅游资源开发潜力排在12个海岛县之首,长岛县则排在最后。总体而言,南方海岛旅游开发潜力水平明显好于北方海岛县;地处经济发达区域海岛县的旅游开发潜力好于经济欠发达地区。从12个海岛县横向比较中,普陀、定海、崇明、玉环和岱山5个海岛县旅游资源开发潜力较强,其他7个海岛县较弱。通过对各个海岛县5项潜力子系统的对比分析,结合海岛县自身的资源特点,给出了12个海岛县今后旅游资源开发相应的建议。

Islands of unique geographical advantages and collection of tremendous excellent marine tourism resources have become one of the fastest growing areas in marine tourism development.The island is inherent to the tourism industry.However,sustainable development of tourism is restricted to a certain degree because of its unique geographic environment,regional tourism resources,and the fragility of the ecosystem conditions.Therefore,it has been an important basis for studying island county tourism development to evaluate the current conditions of regional tourism resources and tourism development prospects.Based on the advantages and disadvantages of island tourism development,this paper selected five sub-potential indexes,including value of resources,development status,location and transportation,environmental capacity,and potential economic benefits as the index system,which is formed by 26 evaluation factors.Data about tourism and economy in 2008 from 12 China＇s island counties were obtained for use in this study.Most studies of evaluations of tourism resources are qualitative,but evaluation of tourism resources should be performed by the combination of qualitative and quantitative analysis.The approach used here is therefore the combination of the projection pursuit model with the Analytical Hierarchical Process （AHP）.Studying islands in a unit seems to be suited for China＇s administrative division and acquisition of data is more convenient.Results show that the potential of tourism resources development in Putuo District is larger than other 11 islands.However,Changdao County ranks the last of the 12 islands.The potential of the tourism development of southern islands is better than that of northern islands.On the other hand,the potential of tourism development of island counties located in economically developed regions tends to be better than that in underdeveloped areas.Overall,Putuo,Dinghai,Chongming,Yuhuan,and Daishan have larger potential of tourism resources development in all 12 island counties.Other island counties seem to be smaller.By comparing 5 potential indicators of island counties and taking into account island counties＇ situations,some appropriate recommendations on tourism resources development for 12 island counties in the future were given.
