城市公园管理法规刍议

Research of Laws and Regulations of City Park

公园管理是后城市建设时期保持公园价值和魅力的重要环节。如何通过法制手段实现城市公园的有效管理,推动城市绿化发展,是当今公园管理面临的迫切问题。通过总结中国城市公园在免费开放、经营模式和资金、行政执法等管理中存在的问题,分析发达国家和中国公园管理法规的特点,提出借鉴国外先进经验,完善公园管理法规,实现依法治园是今后公园管理的重要方向,并总结了当前应着力解决的3方面问题,以期为城市园林绿化管理提供有益参考。

Park management is an important part in maintaining value of parks in post-period of urban construction.Improving rules and running parks legally are the vital direction of Chinese park management in the future.Comments on current problems of Chinese urban parks management,including the free entrance,operation model,and financial and administrative enforcement problems,are made.After analyzing the experience and characteristics of the laws of urban parks in developed countries and in China,some suggestions on the development of the laws of urban parks are put forward and three aspects of problems are identified to be solved soon,to provide references for further development of park and green space system.
