Internet的日益发展以及校园网的建立，将科研成果在网上发布，科研各方面的表格在网上填写，成为越来越多的大专院校管理者和开发者共同的要求．本文从多个方面论述了这种Web系统的设计，包括：系统目的，系统设计，软件功能，安全性，多种Web制作技术．
With the development of Internet and the establishment of campus networks, more and more scientific research achievements or forms are required to declare or fill in Internet. This paper illustrates the design of this Web system in many aspects such as its purpose, its designing, its software function, its security and 1ts produclng technology.
