论加快贵州省新型工业化的步伐

Accelerating the Speed of New Industrialization of Guizhou Province

在当前形势下,经济社会发展相对落后的贵州省需要积极探讨"政府主导、加大投资、吸引人才、拓展市场"的新型工业化发展道路,具体要做好7个方面的工作。其一,必须在政府的主导下切实加大投资的力度,有效地连接国内、国际资本市场;其二,要吸引优秀的人才到贵州共谋发展大业;其三,要坚持改革开放和创新,面向省内外市场科学地调整经济结构;其四,要努力建设现代农业;其五,要大力推进第三产业发展;其六,要科学推进城镇化,既发挥城市化的作用,又抑制城市化的弊端,以城镇化取代城市化,最终实现新型工业化;其七,要突出重点,实现突破。

Under current circumstances,Guizhou,a less-developed southwest province in economic and social development,needs to actively explore the new industrialized development path following the idea of'government guiding,increasing investment,attracting more talents,expanding market',a serious of concrete works should be down:firstly,we must really increase investment guiding by the government;secondly,attract more outstanding geniuses to Guizhou and seek common development;thirdly,persist in the reform and opening up with innovation,scientificaly readjust economic structure facing markets inside and outside the province;fourthly,try hard to build modern agriculture;fifthly,promote tertiary industry with great effort;sixthly,scientificaly carry forward urbanization,perform the function of citilization as well as restrain its corrupt practice,substitute urbanization(mainly refers to city) for the other urbanization(both refers to city and town),then finally realize new industrialization;seventhly,make the focal point stand out and achieving unprecedented progress.
