The scientific view of development is the guiding principle of the library development,and the people-based concept is the core of library＇s scientific development.Must stick to the concepts of ＂readers first＂ and ＂librarians-based operation＂,strengthen the construction of literature resources,establish the concepts of ＂carrying out the collection for utilization,and paying equal attention to the collection for utilization＂,construct diversified collection system,establish characteristic collection,innovate the services,and implement the co-construction and sharing of information resources between rural and urban areas and among different regions for realizing library＇s healthy,coordinative and sustainable development.
