关于国内外图书招标采购及评标方法的研究综述

The Overview of the Domestic and Foreign Researches on Books Purchasing through Public Bidding and Bid Evaluation Methods

图书采购的招标与评标是目前业界的热点话题。通过对国内外招标采购情况及评标方法的研究,结合图书采购招标的实践,指出图书馆应将模糊综合评判法、层次分析法(AHP)以及基于AHP的模糊综合评判法应用到招标与评标的实践中去,使评标结果既公正公平、客观准确,又科学合理,从而克服传统评标方法的缺陷,减少招标与投标中的腐败行为。

The book purchasing through public bidding and the bid evaluation have become the hot issues in the libraries.Through the domestic and foreign researches on books purchasing through public bidding and bid evaluation methods,and connecting with the practice of books purchasing through public bidding,this paper points out that the library should apply the fuzzy comprehensive evaluation method,the AHP and the AHP based fuzzy comprehensive evaluation method into the practice of bid inviting and bid evaluating in order to make the result of the bid evaluation fair,objective,accurate,scientific and reasonable.
