Study on the CPC's Ideology of Social Welfare during the Period of Planned Economy

1949年中国共产党执政以后,继承和发展了马克思主义社会福利思想,以全心全意为人民服务为宗旨,领导中国人民开始了新中国社会福利的实践。在城市建立职工福利、"三无"人员福利、残疾人福利生产,在农村建立"五保"制度和救济制度,形成了以人民生活保障为主要内容,覆盖救济、就业、养老、伤残、保险、医疗等领域的中国特色的社会福利制度,丰富了马克思主义社会福利思想,为新中国经济社会发展建立了不可磨灭的贡献。其社会福利思想对今天改善民生、全面建设小康社会、构建社会主义和谐社会具有重要的理论价值和实践意义。

After the Chinese Communist Party（CPC） came into power in 1949,it inherited and developed Marxist ideology of social welfare,regarding ＂serving the people wholeheartedly＂ as the purpose and starting to lead the Chinese people to the new way of China＇s social welfare.The Party established urban welfare system for employees,the unemployed and the disable and ＂five guarantees＂ system and relief system in rural areas,which form the social welfare system with Chinese characteristics concerning relief,employment,pension,disability,insurance,medical care and etc.It enriched the Marxist ideology of social welfare and devotes to China＇s economic and social development.The CPC＇s ideology of social welfare has important theoretical and practical significance towards the improvement of people＇s livelihood,construction of a prosperous society,and founding of a harmonious socialist society.
