BT模式融资建设水利工程,是水利投融资体制的创新。在实践中,建设管理主体的定位、投融资及项目回购等问题必须高度重视,须采取相应的策略和措施,理顺和解决相关问题。

BT （build-transfer） is a new investment or financing mode for the construction of water project. Special attention must be paid to the issues such as the responsibilities of construction and management party, investment and financing, project repurchase etc. Corresponding policy and measures are required for straightening out relations and solving relevant problems.
