中国传统社会保障史研究述论

Review of History Studies of Chinese Traditional Social Security

社会保障虽然是一个外来的现代名词,但揆诸历史,中国传统社会中由国家和社会主持或参与的各种备灾救荒、收养贫病、养老抚幼的举措,实际上已发挥了保障民众生活、维护社会稳定的社会保障功能。中国传统社会的社会保障制度在其形成发展过程中,表现出与西方不同的"中国特色",可称为"中国传统社会保障",以示区别。中国传统社会保障制度的内容非常丰富,包括三个层次、八个基本方面。传统社会保障研究应立足于中国传统社会的实际情况,从纵向、横向两条线展开。

Social security is a modern exotic vocabulary.Regard of Chinese history,the traditional social activities administrated or participated by the state and society has taken a series of measures in disaster relief and prevention,adoption of patients,support for the elderly man and children,which actually has played the role of a guaranty of people's life and social stability.In the process of its formation and development,the Chinese traditional social security system has shown the Chinese characteristics different from the West,which can be called the 'Chinese traditional social security'.The Chinese traditional social security has very rich contents,including three levels and eight basic respects.The study on it should be based on the actual situation of traditional Chinese society,respectively in horizontal analysis and vertical analysis.
