之所以会出现公款吃喝腐败,主要是由于消费主体的素养不高,市场经济中的竞争不当,传统政治文化负面影响持久,体制建设中的约束不力。公款吃喝腐败不仅直接影响到干部自身的形象,也容易使人情等一些非正当因素介入市场竞争,影响市场的公正性,更重要的是这种行为消耗了大量的国家财政,影响了民众对制度的认同感和归属感。治理公款吃喝腐败必须多方面着手,既要提高干部的自身素养,又要加大监控力度,同时更要注重制度建设,限制干部公款吃喝的权力,特别要充分运用法律的威慑力。

Corruption of banquet at public expenses results from many factors, such as consumers with low quality, improper competition in the market, long-time negative influence of traditional political culture and impotent system restriction. It not only directly affects cadre image but also brings some devious elements like nepotism and cronism into market competition, causing market partiality, national funds abuse and the collapse of people＇ s sense of identity and belonging concerning state system. To solve this problem, efforts should be made in a variety of aspects： enhancing cadres＇ quality, strengthening supervision, improving institution, restricting cadre＇s right of banquet at public expenses and giving full play to the deterrent force of law.
