试论乡镇治理模式的角色转变路线

A Path of Role-transformation Mode toward Township Governance

从乡镇政府角色的定位与乡镇人大关系入手,检讨全能型的乡镇政府造成机构设置上臃肿、行政上低效。合理的乡镇治理模式,是严格区别职务权力和公共事务权力的执行,回归宪法——乡镇人大主导下的治理模式。也即,简政与直接选举相配合,职务事务和公共事务相区别的自治模式。

Starting from the reviews of role location of township government and its relationship with Township People＇s Congress,the paper found that all-powerful government has made overstaffing in government as well as inefficient administration.Advisable township governance model is to distinguish execution of duty power from public affairs and then to turn back to the constitution governance model which is under direction of Township People＇s Congress.
